Okay, what a bummer of a way to start off, right? Get legal? Ugh.
Sorry, I know. But theres no sense doing all the work halfway down this list and then realizing that you cant legally officiate weddings in your state or province.
You can always conduct a wedding ceremony anyone can. But the only way you can charge the big fees and make a living is if you are registered with the government to legalize the ceremony and sign the marriage license. Youre the official. Hence, officiant.
Most States Use The Term Registration Not License For Officiants
Instead of licensing requirements for wedding officiants, some states have a process called government registration. In these states, ordained ministers register with the government so that those governments can keep track of whos performing marriage, and to regulate who officiates.

A marriage which is valid in other respects and supposed by the parties to be valid shall not be affected by want of authority in the minister
This law allows for people of any religious faith to self actualize their ability to officiate wedding ceremonies. Beyond being articulated in the Georgia Code Annotated, this right is also enshrined in the 1st amendment of the US Constitution:
Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof or abridging the freedom of speech, or of the press or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.

You Must Obtain A Self
In order for your ceremony to be officiated by a friend, family, or someone who is otherwise NOT recognized by Pennsylvania as a religious or state official, you only need to do one thing. When applying for a marriage license at the Department of Court Records, request a self-uniting marriage license. Be prepared that this type of license may cost more than a traditional license in some counties, like Washington County. However, its as legally binding as a standard marriage license and valid in all Pennsylvania counties. The only difference is that instead of having a spot for the officiant to sign and make it official in the eyes of the county, there are lines for two witnesses.
